Sometimes (rarely) while idling it will stop smoking, and wont smoke at all even when I blip the throttle and rev it up. And on even rarer occasions it wont smoke at all even when driving down the road. But for the most part, it is a blue smoke.

First thing I'd suggest is to check for excessive turbo play, and open the oil fill while it's running to check for excessive combustion gases (blowby). 1994 Factory Turbo 7.3 IDI and E4OD swapped into a 2009 Ram 2500.
